Narrative:

I departed tipton, md (identifier fme) at XA30 am for closed pattern landing practice. ATC contacted me and asked me to contact bwi approach. Since I was on short final to land, I asked if there was an alternative and they suggested I check in with the tipton fixed base operator upon landing. I did so. The FBO staff asked that I wait because someone was coming out to fme to speak with me. Shortly thereafter, a blackhawk helicopter arrived with pilot and customs agents. Each interviewed me. The alleged infraction was a failure to obtain and use an assigned squawk code in the ADIZ area. Because of the perfect WX conditions and my limited area of proposed flight (pattern work), I did not contact flight service before my flight. This ADIZ area is very new and not generally publicized. I expect to contact flight service now before each flight.

Title: A C152 PLT FAILS TO FOLLOW THE WASHINGTON DC ADIZ PROCS AND IS MET ON THE GND BY A BLACKHAWK HELI AND CUSTOMS AGENTS.

THE FBO STAFF ASKED THAT I WAIT BECAUSE SOMEONE WAS COMING OUT TO FME TO SPEAK WITH ME. SHORTLY THEREAFTER, A BLACKHAWK HELI ARRIVED WITH PLT AND CUSTOMS AGENTS. EACH INTERVIEWED ME. THE ALLEGED INFRACTION WAS A FAILURE TO OBTAIN AND USE AN ASSIGNED SQUAWK CODE IN THE ADIZ AREA. BECAUSE OF THE PERFECT WX CONDITIONS AND MY LIMITED AREA OF PROPOSED FLT (PATTERN WORK), I DID NOT CONTACT FLT SERVICE BEFORE MY FLT. THIS ADIZ AREA IS VERY NEW AND NOT GENERALLY PUBLICIZED. I EXPECT TO CONTACT FLT SERVICE NOW BEFORE EACH FLT.
