Narrative:
I was to ferry a bell long ranger, from albany, ny (alb) to tri-cities, tn (tri). I obtained a briefing from burlington flight service via telephone. I informed the briefer of my planned route: alb, rdg or thv, fdk, shd, roa, tri. I was particularly interested in the tfr around the washington area. He informed me about the expansion of P-40 and R-4009 which are depicted on the washington sectional. He also informed me about tfr within 30 NM of dca. My route from rdg to a point two miles north of fdk then direct to shd would keep me east and clear of P-40 and R-4009 and west and north of the washington 30 mi tfr and at below 3000 ft, well clear of the class B airspace. I allegedly penetrated the outer edge of the ADIZ 38 NM northwest of dca. I was unaware the outer edge was extended at that point to coincide with the outer edge of the class B boundary. I allegedly penetrated the outer edge of the ADIZ, but well below the class B boundary and allegedly slightly inside the outer ring. Had I been briefed that the tfr ADIZ was the washington area class B airspace boundary in addition to 30 NM from dca, I would have not allegedly penetrated the ADIZ.

Title: BELL206 PLT PENETRATES THE DCA TFR ADIZ.
Narrative: I WAS TO FERRY A BELL LONG RANGER, FROM ALBANY, NY (ALB) TO TRI-CITIES, TN (TRI). I OBTAINED A BRIEFING FROM BURLINGTON FLT SVC VIA TELEPHONE. I INFORMED THE BRIEFER OF MY PLANNED RTE: ALB, RDG OR THV, FDK, SHD, ROA, TRI. I WAS PARTICULARLY INTERESTED IN THE TFR AROUND THE WASHINGTON AREA. HE INFORMED ME ABOUT THE EXPANSION OF P-40 AND R-4009 WHICH ARE DEPICTED ON THE WASHINGTON SECTIONAL. HE ALSO INFORMED ME ABOUT TFR WITHIN 30 NM OF DCA.
