Narrative:

Trip from N99 to jyo on 03/fri/03. I work bwi approach and potomac approach thru the class B airspace at 6500 ft to jyo. Six miles from jyo potomac approach switch me over to jyo unicom and let me leave frequency. Departing jyo I flew under the class B airspace to N99. When I arrived back at N99 I had to call potomac approach. I called potomac approach and they said on 03/thur/03 at XA00 that all aircraft within 30 miles of dca had to have a code. On 03/thur/03 when I called ZZZ FSS they never told me about the fdc change. I called jyo FSS later and was told that they informed all pilots of the change. I called ZZZ FSS and they said that they would tell the pilots only going to dca. If the pilot was going from phl, bos, phl, ZZZ would not inform the pilot. If you call leesburg FSS and your flight was going from norfolk to new bern they would tell you about the change.

I CALLED POTOMAC APCH AND THEY SAID ON 03/THUR/03 AT XA00 THAT ALL ACFT WITHIN 30 MILES OF DCA HAD TO HAVE A CODE. ON 03/THUR/03 WHEN I CALLED ZZZ FSS THEY NEVER TOLD ME ABOUT THE FDC CHANGE. I CALLED JYO FSS LATER AND WAS TOLD THAT THEY INFORMED ALL PLTS OF THE CHANGE. I CALLED ZZZ FSS AND THEY SAID THAT THEY WOULD TELL THE PLTS ONLY GOING TO DCA. IF THE PLT WAS GOING FROM PHL, BOS, PHL, ZZZ WOULD NOT INFORM THE PLT. IF YOU CALL LEESBURG FSS AND YOUR FLT WAS GOING FROM NORFOLK TO NEW BERN THEY WOULD TELL YOU ABOUT THE CHANGE.
