Narrative:
Departure mpv on VFR flight to fmy. Picked up radar service in albany, ny. Service passed on through ny and philly. Destination to tappahannock, va for fuel stop given to controllers. Handed off to baltimore on north side of chesapeake bay. Baltimore control refused all communications with VFR pilots. Tried to contact baltimore again to get permission to enter class B and was told I had violated wash dc ADIZ and to turn 180 degrees. Complied with turn and landed in md. Gave statement to us customs and FAA. Was told that the controller shouldn't have handled the situation in that manner. As ny and philly knew my heading and destination, they should have been aware that baltimore was not accepting hand offs and informed me. The ATC was very abrupt and rude and was obviously over whelmed. His call to all VFR pilots said 'due to the 'ADIZ' situation he would not talk to any VFR operations. 'ADIZ' sounds just like 'ATIS.' I thought their 'ATIS' was out of service. I was not aware that wash tfr was being called an 'ADIZ.'
