Narrative:
I was working AR2 'stadium', IFR WX east traffic. Ci-1 called with a pointout on an smo arrival jet. This is not allowed, and the pointout was refused. Dr-2 cleared the aircraft for a VOR-a circling approach to smo. The rules are if this is done, ar-2 is to stop all runway 6 ILS approachs until the smo arrival is on the ground. I had not stopped arrs because I had refused the approach into smo. If I became aware that the smo arrival was making the approach, I notified mr X, the supervisor on duty, of the situation and that I wanted the smo arrival pulled out or I would pull all my arrs off the ILS runway 6L approach and stop arrs from the center. Mr X went to the departure area and returned in 30 seconds telling me the smo arrival would continue and that I was to continue with my arrs. I keyed up the briefing line and advised mr X that I was pulling my aircraft out unless he ordered me to continue. He yelled at me, stating 'just run your xxxxx traffic.' the smo aircraft missed approach. To avoid a system error, my handoff had smo tower turn the aircraft to a 300 degree heading in violation of missed approach procedures. The smo arrival passed 3 mi from my ILS runway 6L aircraft, same altitude, opposite direction.

Title: CTLR SUPVR DISPUTE RESULTS IN OPDEV AT SCT.
Narrative: I WAS WORKING AR2 'STADIUM', IFR WX E TFC. CI-1 CALLED WITH A POINTOUT ON AN SMO ARR JET. THIS IS NOT ALLOWED, AND THE POINTOUT WAS REFUSED. DR-2 CLRED THE ACFT FOR A VOR-A CIRCLING APCH TO SMO. THE RULES ARE IF THIS IS DONE, AR-2 IS TO STOP ALL RWY 6 ILS APCHS UNTIL THE SMO ARR IS ON THE GND. I HAD NOT STOPPED ARRS BECAUSE I HAD REFUSED THE APCH INTO SMO. IF I BECAME AWARE THAT THE SMO ARR WAS MAKING THE APCH, I NOTIFIED MR X, THE SUPVR ON DUTY, OF THE SIT AND THAT I WANTED THE SMO ARR PULLED OUT OR I WOULD PULL ALL MY ARRS OFF THE ILS RWY 6L APCH AND STOP ARRS FROM THE CTR. MR X WENT TO THE DEP AREA AND RETURNED IN 30 SECONDS TELLING ME THE SMO ARR WOULD CONTINUE AND THAT I WAS TO CONTINUE WITH MY ARRS. I KEYED UP THE BRIEFING LINE AND ADVISED MR X THAT I WAS PULLING MY ACFT OUT UNLESS HE ORDERED ME TO CONTINUE. HE YELLED AT ME, STATING 'JUST RUN YOUR XXXXX TFC.' THE SMO ACFT MISSED APCH. TO AVOID A SYS ERROR, MY HDOF HAD SMO TWR TURN THE ACFT TO A 300 DEG HDG IN VIOLATION OF MISSED APCH PROCS. THE SMO ARR PASSED 3 MI FROM MY ILS RWY 6L ACFT, SAME ALT, OPPOSITE DIRECTION.
