Narrative:
While attempting to access the paperwork for the flight. I encountered computer difficulties, so I asked for assistance from one of the gate agents. She accessed the computer system, so that I could complete the paperwork. Shortly, two gentlemen approached the counter with their federal customs identification as armed passenger. I was greeted by them and the agent continued to check them in. One of them, when asked by the agent what seating they desired, asked if the cockpit was available, then produced their pilots identification as us customs pilots. She directed them to me. I checked their identification and continued to converse with them. I was not aware of any provision or regulation denying jumpseat authority to these pilots, so I chose to exercise my option as captain and granted them permission. One day later, I was notified that I had been reported by the agent as having granted permission to these men which was supposedly beyond my authority.

Title: B777 PIC ALLOWS TWO CUSTOMS PLTS WITH PAX TICKETS TO RIDE JUMP SEAT ON FLT AFTER CONFERRING WITH PAX AND GATE AGENT AT ZZZ, US.
Narrative: WHILE ATTEMPTING TO ACCESS THE PAPERWORK FOR THE FLT. I ENCOUNTERED COMPUTER DIFFICULTIES, SO I ASKED FOR ASSISTANCE FROM ONE OF THE GATE AGENTS. SHE ACCESSED THE COMPUTER SYSTEM, SO THAT I COULD COMPLETE THE PAPERWORK. SHORTLY, TWO GENTLEMEN APCHED THE COUNTER WITH THEIR FEDERAL CUSTOMS ID AS ARMED PAX. I WAS GREETED BY THEM AND THE AGENT CONTINUED TO CHK THEM IN. ONE OF THEM, WHEN ASKED BY THE AGENT WHAT SEATING THEY DESIRED, ASKED IF THE COCKPIT WAS AVAILABLE, THEN PRODUCED THEIR PLTS ID AS US CUSTOMS PLTS. SHE DIRECTED THEM TO ME. I CHKED THEIR ID AND CONTINUED TO CONVERSE WITH THEM. I WAS NOT AWARE OF ANY PROVISION OR REGULATION DENYING JUMPSEAT AUTHORITY TO THESE PLTS, SO I CHOSE TO EXERCISE MY OPTION AS CAPT AND GRANTED THEM PERMISSION. ONE DAY LATER, I WAS NOTIFIED THAT I HAD BEEN RPTED BY THE AGENT AS HAVING GRANTED PERMISSION TO THESE MEN WHICH WAS SUPPOSEDLY BEYOND MY AUTHORITY.
