Narrative:
I was acting captain on my airlines B737-200. Time was XA00 pm local at ft lauderdale/hollywood international airport. I was given takeoff clearance and acknowledged it. The first officer was the PF. I monitored the engine/flight instruments. The first officer noticed an MD80 rolling onto the runway at taxiway D going northbound. We were on runway 9L. I then looked up and immediately initiated abort procedures. We stopped our aircraft approximately 200 ft from the MD80 on taxiway D. We referenced brake cooling charts and did all my company's operational requirements for passenger/flight attendants. We returned to gate for new paperwork, fuel, maintenance inspections. I talked to fll tower and was told that it was due to a local tower miscom. The tower controller was decertified. Contributing factors were night operations, approximately 23 aircraft waiting to take off (heavy controller workload), and my first officer stated that his vision of the MD80 was initially limited due to PAPI lights obscuring the view of the MD80. After returning to gate, we departed without incident.

Title: B737-200 CREW CAME WITHIN 200 FT OF HITTING A LNDG MD80 AT FLL.
Narrative: I WAS ACTING CAPT ON MY AIRLINES B737-200. TIME WAS XA00 PM LCL AT FT LAUDERDALE/HOLLYWOOD INTL ARPT. I WAS GIVEN TKOF CLRNC AND ACKNOWLEDGED IT. THE FO WAS THE PF. I MONITORED THE ENG/FLT INSTS. THE FO NOTICED AN MD80 ROLLING ONTO THE RWY AT TXWY D GOING NBOUND. WE WERE ON RWY 9L. I THEN LOOKED UP AND IMMEDIATELY INITIATED ABORT PROCS. WE STOPPED OUR ACFT APPROX 200 FT FROM THE MD80 ON TXWY D. WE REFED BRAKE COOLING CHARTS AND DID ALL MY COMPANY'S OPERATIONAL REQUIREMENTS FOR PAX/FLT ATTENDANTS. WE RETURNED TO GATE FOR NEW PAPERWORK, FUEL, MAINT INSPECTIONS. I TALKED TO FLL TWR AND WAS TOLD THAT IT WAS DUE TO A LCL TWR MISCOM. THE TWR CTLR WAS DECERTIFIED. CONTRIBUTING FACTORS WERE NIGHT OPS, APPROX 23 ACFT WAITING TO TAKE OFF (HVY CTLR WORKLOAD), AND MY FO STATED THAT HIS VISION OF THE MD80 WAS INITIALLY LIMITED DUE TO PAPI LIGHTS OBSCURING THE VIEW OF THE MD80. AFTER RETURNING TO GATE, WE DEPARTED WITHOUT INCIDENT.
