Narrative:

Flight was from 33N to 3w3. Total distance 40 miles, time en route 20 mins. Current charts were used. Flight conducted under VFR conditions in class G and east airspace. Flight following wasn't' used and no flight plan was filed. Current sectional chart doesn't show area as being ADIZ. I've never seen any publication that states when areas will be active according to national threat levels (orange, green, red). Flight circular or advisory mailed out to all pilots to clarify new rules is needed. Under current rules/regulations, I'm not required to file a flight plan or contact ATC if flight is conducted under VFR threat levels and when ADIZ are activated and procedures need to be defined. A circular similar to what is used for ad's describing new ADIZ and the procedures for entering and exiting these areas would have prevented this incident. VFR sectional updated to show such areas.

FLT CIRCULAR OR ADVISORY MAILED OUT TO ALL PLTS TO CLARIFY NEW RULES IS NEEDED. UNDER CURRENT RULES/REGULATIONS, I'M NOT REQUIRED TO FILE A FLT PLAN OR CONTACT ATC IF FLT IS CONDUCTED UNDER VFR THREAT LEVELS AND WHEN ADIZ ARE ACTIVATED AND PROCS NEED TO BE DEFINED.
