Narrative:

On initial descent into ord, an ECAM indicating green hydraulic low pressure message appeared. Completed ECAM procedure while referencing the flight manual. In attempting to restore pressure to the green system, the hydraulic quantity further decreased. Complying with ECAM and flight manual procedures, the ptu and green engine hydraulic pump were turned off, and the remainder of the ECAM was completed. Dispatch and maintenance control notified of our intentions to declare an emergency. Requested coordination to insure the emergency equipment would be standing by. Notified dispatch of the need to land on runway 27L for its length and advantageous winds. Advised our intentions to come to a complete stop on the runway and the need for a tow off as the nosewheel steering had been disabled by the irregularity. Declared emergency with ZAU, requested one turn in holding to complete checklists and review ECAM status page. Flight attendants and passenger briefed. A cabin advisory was issued. The subsequent approach and landing were normal and uneventful. Aircraft stopped on runway 27L, and was towed to the gate after engine shutdown.
