Narrative:
After searching for a clear space to drop skydivers, WX had closed in with a floor of 13500 ft. The only place I could find to descend VFR was over army restr airspace R3110AB&C. After descent, a safe landing was made with skydivers still in the aircraft. In the future, before climbing out for jump run, there will need to be better places to descend that are not over restr airspace.
