Narrative:

Departing oak on the skline departure, tower handed us off to nct departure. Controller I thought, said turn left to heading of 170 degrees and climb to 10000 ft. I read that back. At about 200 degrees in a left turn, controller transmits turn back right to 270 degrees immediately. We turned quickly back to 270 degrees. Then controller transmits, 'air carrier X, level off at 3000 ft or 3300 ft,' which we were climbing through. I read back, 'level off at 3000 ft, air carrier X.' we were at 3000 ft on heading 270 degrees with air carrier Y off the left in sight. No TCASII alert went off. Controller then said, 'air carrier X, climb to and maintain 10000 ft.' I read that back and started to climb.' supplemental information from acn 578685: the in-flight separation was never less than 1 1/2 mi. TCASII never activated during the entire event.
