Narrative:

About 10 mi north of meigs field, I called tower to see if they were still operating, due to tearing up of the runway. They answered. I requested transition through their airspace. I was granted the request. At about 2 mi south of meigs, tower informed me of traffic at 12 O'clock position, my altitude. I told them I was looking -- no contact. The tower then came back and told me to immediately descend. At that time, I immediately descended. About 2 seconds later, the airplane went right over the top of my airplane. I believe this near miss was caused by the other airplane not realizing that the tower was open, and everyone trying to get a look at the damage to the runway.

Title: A CESSNA 177RG PLT IS TOLD BY CGX TWR TO DSND FOR TFC AVOIDANCE AS ANOTHER ACFT FLEW OVER THE TOP OF HIM.

Narrative: ABOUT 10 MI N OF MEIGS FIELD, I CALLED TWR TO SEE IF THEY WERE STILL OPERATING, DUE TO TEARING UP OF THE RWY. THEY ANSWERED. I REQUESTED TRANSITION THROUGH THEIR AIRSPACE. I WAS GRANTED THE REQUEST. AT ABOUT 2 MI S OF MEIGS, TWR INFORMED ME OF TFC AT 12 O'CLOCK POS, MY ALT. I TOLD THEM I WAS LOOKING -- NO CONTACT. THE TWR THEN CAME BACK AND TOLD ME TO IMMEDIATELY DSND. AT THAT TIME, I IMMEDIATELY DSNDED. ABOUT 2 SECONDS LATER, THE AIRPLANE WENT RIGHT OVER THE TOP OF MY AIRPLANE. I BELIEVE THIS NEAR MISS WAS CAUSED BY THE OTHER AIRPLANE NOT REALIZING THAT THE TWR WAS OPEN, AND EVERYONE TRYING TO GET A LOOK AT THE DAMAGE TO THE RWY.
