Narrative:
Maintenance flight to N07 from N40, which would require transit into the temporary ADIZ (30 NM radius of nyc area). Filed VFR flight plan with miv FSS and understood the NOTAM and required squawk code necessary to be obtained in flight before entering the ADIZ. Received initial code before entering the 30 NM veil and established communications with ny TRACON on assigned frequency 127.6. Shortly after squawk code was assigned, controller changed code and claimed a violation had occurred, ie, that I had penetrated the ADIZ without an assigned code, and to call ny TRACON supervisor as soon as I landed. Supervisor claimed I was inside before squawk assignment. I claimed I located myself outside ADIZ with code before entering. Supervisor claimed I misunderstood NOTAM location of ADIZ and that enforcement action will be forthcoming, that I should have known. I claimed I did know. Possible miscalculation of position, though I didn't believe so, at time of occurrence.
Original NASA ASRS Text
Title: C206 PLT INITIALLY, THEN LATER ACKNOWLEDGES THAT HE MAY HAVE MISCALCULATED HIS PROPER POINT FOR NY ADIZ ENTRY.
Narrative: MAINT FLT TO N07 FROM N40, WHICH WOULD REQUIRE TRANSIT INTO THE TEMPORARY ADIZ (30 NM RADIUS OF NYC AREA). FILED VFR FLT PLAN WITH MIV FSS AND UNDERSTOOD THE NOTAM AND REQUIRED SQUAWK CODE NECESSARY TO BE OBTAINED IN FLT BEFORE ENTERING THE ADIZ. RECEIVED INITIAL CODE BEFORE ENTERING THE 30 NM VEIL AND ESTABLISHED COMS WITH NY TRACON ON ASSIGNED FREQUENCY 127.6. SHORTLY AFTER SQUAWK CODE WAS ASSIGNED, CTLR CHANGED CODE AND CLAIMED A VIOLATION HAD OCCURRED, IE, THAT I HAD PENETRATED THE ADIZ WITHOUT AN ASSIGNED CODE, AND TO CALL NY TRACON SUPVR AS SOON AS I LANDED. SUPVR CLAIMED I WAS INSIDE BEFORE SQUAWK ASSIGNMENT. I CLAIMED I LOCATED MYSELF OUTSIDE ADIZ WITH CODE BEFORE ENTERING. SUPVR CLAIMED I MISUNDERSTOOD NOTAM LOCATION OF ADIZ AND THAT ENFORCEMENT ACTION WILL BE FORTHCOMING, THAT I SHOULD HAVE KNOWN. I CLAIMED I DID KNOW. POSSIBLE MISCALCULATION OF POSITION, THOUGH I DIDN'T BELIEVE SO, AT TIME OF OCCURRENCE.
