Narrative:
I was the safety pilot for the PIC, who was shooting instrument approachs under the hood. We requested and executed the VOR-a approach to ful. At about 800 ft, we executed the missed, and were given a vector of 110 degrees by ful tower, climb to 2600 ft. The published missed provides for a heading of 145 degrees, which would have taken us directly over disneyland. There is currently a flight restr of 3 mi and 3000 ft over disneyland. During climb out on the missed, at 70 KTS in the C172, the nose was high, obstructing forward vision to the ground. As the PIC leveled out at 2600 ft, I saw us in possible conflict with the 3 mi diameter around disneyland. I called for an immediate heading change to 090 degrees to avoid the fra. This was the second of 3 practice approachs the PIC made in quick succession. Workload was high for both of us. Ful tower is currently verbally modifying the published missed from 146 degrees, 2600 ft to 110 degrees, 2600 ft. If the flight restr around disneyland is to remain in effect, the published missed for ful possibly should be modified. Even a heading of 110 degrees may incur the disneyland fra.
