Narrative:
During climb out from stt in moderate to heavy rain showers and thunderstorms in area between stt and sju -- we experienced a very strong electrical burning odor passing approximately FL210. First officer accomplished cabin fire/smoke abnormal and odor cleared immediately. Flight attendants had reported same very strong odor and passenger were very concerned until odor dissipated. Also occurring at this time was a difficulty obtaining well defined radar returns due to heavy attenuating returns. Contacted dispatch and decided to divert to sdq account of sju cumulonimbus and questions about our radar. Landed sdq without incident.
