Narrative:
Vectored for localizer only runway 30R at msp. At XA00Z, we were vectored to ILS runway 30R, GS out of service. We were cleared to fly ILS runway 30R at 170 KTS until 'jacko' (5.7 DME). We were turned onto final at 12 mi out. At 8 mi, we configured fully for the approach and slowed to final approach speed of 135 KTS. Approach control asked us our speed, and we replied that we were configured for the approach and at our final approach speed. Approach control cancelled our approach clearance, and we executed a missed approach at 'jacko' for return vectors to ILS runway 30R. There was no traffic on our TCASII, and we didn't hear anyone behind us on approach. No traffic conflict was noted by ATC or us. This is a hazardous situation in IMC conditions, because it does not allow a stabilized approach to be flown in IMC conditions on a timed approach. Slowing from 170 KTS to 135 KTS while descending on final does not allow for accurate timing from the FAF to map or vdp.

Narrative: VECTORED FOR LOC ONLY RWY 30R AT MSP. AT XA00Z, WE WERE VECTORED TO ILS RWY 30R, GS OUT OF SVC. WE WERE CLRED TO FLY ILS RWY 30R AT 170 KTS UNTIL 'JACKO' (5.7 DME). WE WERE TURNED ONTO FINAL AT 12 MI OUT. AT 8 MI, WE CONFIGURED FULLY FOR THE APCH AND SLOWED TO FINAL APCH SPD OF 135 KTS. APCH CTL ASKED US OUR SPD, AND WE REPLIED THAT WE WERE CONFIGURED FOR THE APCH AND AT OUR FINAL APCH SPD.
