Narrative:
At a position due west of ptk, I called lan approach control and requested vectors to the VOR 6 approach at the jxn. I was vectored to the approach, and as I completed my procedure turn inbound (outside dipfe), I was turned over to the jxn tower. I called jxn tower and requested a 'touch-and-go' on runway 6. The tower controller cleared me to proceed to 'land' on runway 6. Having requested a 'touch-and-go' landing, I performed what I thought had been approved by the tower controller. As I regained airspeed and lifted off, the tower controller enunciated that he had cleared me 'to land,' and directed that I should do so. By that time, 1/2 the runway was behind me, and I was off the ground and climbing. I queried the tower controller reminding him of my request. He reminded me that I had been cleared 'to land.' I felt that the safety of the flight was in jeopardy, and I continued my climb. Thus, I violated the controller's instructions. Clearly, it was my responsibility to query the tower controller upon receipt of his clearance 'to land,' and ask whether he could agree to either a 'touch-and-go' or a 'stop-and-go.' I do not fault the tower controller direction, thought it would have been helpful if he had responded to my request for a 'touch-and-go' with words like, 'negative on touch-and-go, cleared to land.' finally, I would like that tower controller to know that his direction, although technically correct, could have led to an unfortunate incident or accident. During the climb out, I was distraction by the conflict with the tower controller, and I left the aircraft in landing confign. At 200 ft plus AGL, I realized that I was climbing at between 60 and 70 KTS rather than at the 79 KTS best climb speed, and immediately moved to pull the flaps. Fortunately for all involved, my training stopped me from precipitous action, and I 'milked up' the flaps while building forward speed to defend against a low altitude stall. This said, I accept responsibility for violating a controller instruction, and will, in the future, query an instruction if I am not clear about its meaning.

DURING THE CLBOUT, I WAS DISTR BY THE CONFLICT WITH THE TWR CTLR, AND I LEFT THE ACFT IN LNDG CONFIGN. AT 200 FT PLUS AGL, I REALIZED THAT I WAS CLBING AT BTWN 60 AND 70 KTS RATHER THAN AT THE 79 KTS BEST CLB SPD, AND IMMEDIATELY MOVED TO PULL THE FLAPS.
