Narrative:
Descending into phl on dupont arrival, approaching intersection T (dqo 195 degree radial/14 DME). ZDC cleared us to slow to 250 KTS and descend from 11000-10000 ft and to contact philadelphia approach. Approach called out traffic at 10500 as we descended through that altitude. We got a TA, followed rapidly by a RA, commanding an immediate descent. We descended to 9400 ft following the RA, and a 30 degree left turn given by approach. We notified approach of the deviation due to the RA. Approach said the traffic appeared to be at 10300 ft. Traffic never appeared to be closer than 2 mi.

APCH CALLED OUT TFC AT 10500 AS WE DSNDED THROUGH THAT ALT. WE GOT A TA, FOLLOWED RAPIDLY BY A RA, COMMANDING AN IMMEDIATE DSCNT. WE DSNDED TO 9400 FT FOLLOWING THE RA, AND A 30 DEG L TURN GIVEN BY APCH. WE NOTIFIED APCH OF THE DEV DUE TO THE RA. APCH SAID THE TFC APPEARED TO BE AT 10300 FT. TFC NEVER APPEARED TO BE CLOSER THAN 2 MI.
