Narrative:

I was working north departure radar for atl airport. Air carrier X departed runway 8R and called me airborne approximately 3 mi off departure end of runway. I observed another aircraft at the same altitude in the immediate vicinity of air carrier X. I issued traffic and air carrier X responded to a TCAS alert passing 200-300 ft underneath the other aircraft. The other aircraft was VFR and had just called the satellite sector after departing pdk for orl. Aircraft was about 12 mi south of departure point before he contacted the satellite sector for VFR advisories, about 30 seconds before near midair collision. Supplemental information from acn 580442: when the aircraft was squawked up and told to remain clear of class B airspace, he was observed 4 mi off active departure runway at atl at 3100 ft.

Narrative: I WAS WORKING N DEP RADAR FOR ATL ARPT. ACR X DEPARTED RWY 8R AND CALLED ME AIRBORNE APPROX 3 MI OFF DEP END OF RWY. I OBSERVED ANOTHER ACFT AT THE SAME ALT IN THE IMMEDIATE VICINITY OF ACR X. I ISSUED TFC AND ACR X RESPONDED TO A TCAS ALERT PASSING 200-300 FT UNDERNEATH THE OTHER ACFT. THE OTHER ACFT WAS VFR AND HAD JUST CALLED THE SATELLITE SECTOR AFTER DEPARTING PDK FOR ORL. ACFT WAS ABOUT 12 MI S OF DEP POINT BEFORE HE CONTACTED THE SATELLITE SECTOR FOR VFR ADVISORIES, ABOUT 30 SECONDS BEFORE NMAC. SUPPLEMENTAL INFO FROM ACN 580442: WHEN THE ACFT WAS SQUAWKED UP AND TOLD TO REMAIN CLR OF CLASS B AIRSPACE, HE WAS OBSERVED 4 MI OFF ACTIVE DEP RWY AT ATL AT 3100 FT.
