Narrative:
I was the PF. We were making the lda DME approach to runway 19. Got down to our rounded up MDA of 800 ft and with no runway in sight executed the missed approach. In the process of turning to the missed approach heading and cleaning up the aircraft, I flew through the missed approach altitude of 1800 ft. The fault was mine and mine alone. I had briefed the approach well before our arrival and was aware that from our MDA to missed approach altitude it was only 1000 ft. Had I followed air carrier procedures and had the first officer set 'missed approach altitude' at the proper time or simply paid more attention to the leveloff, this would never have happened. Supplemental information from acn 580809: inadvertently, the missed approach altitude was not set at MDA. When missed approach was executed, aircraft deviated approximately 400 ft above missed approach altitude (2200 ft versus 1800 ft). Tower was immediately notified and higher vectoring altitude and heading were assigned. 2 subsequent lda DME runway 19 approachs were attempted which also led to missed approachs, while other carriers continued to land at dca. We diverted to bwi, on-loaded fuel and flew to dca after ceiling increased to 1000 ft broken.

Title: MD80 CREW OVERSHOOTS MISSED APCH ALT ATTEMPTING AN LDA APCH INTO DCA.

SUPPLEMENTAL INFO FROM ACN 580809: INADVERTENTLY, THE MISSED APCH ALT WAS NOT SET AT MDA. WHEN MISSED APCH WAS EXECUTED, ACFT DEVIATED APPROX 400 FT ABOVE MISSED APCH ALT (2200 FT VERSUS 1800 FT).
