Narrative:
In the process of performing maintenance on air force C17 core thrust reversers. We have been informed that the primary job planning card being used was intended to be a 'guide' to base the development of procedures proper to air carrier. It seems these 'proper' procedures were never developed. Therefore, 'proper' policies have not been followed for approximately 8 months. The job accomplishment, quality, and airworthiness have 'not' been compromised in any way. The paper package being used in AFB works there, but not at air carrier company.

Title: A SHOP TECHNICIAN RPTS C17 CORE THRUST REVERSERS ARE BEING PREPARED USING A PRIMARY JOB PLANNING CARD AND NOT A FULLY DEVELOPED JOB CARD.
Narrative: IN THE PROCESS OF PERFORMING MAINT ON AIR FORCE C17 CORE THRUST REVERSERS.
