Narrative:
I departed martin state airport in maryland. Because of the ADIZ, I filed a flight plan while sitting on the taxiway and awaited clearance, which took a long time. There was some confusion whether this was an IFR or VFR flight plan. Nonetheless, I departed runway 15 after being told my IFR plan was filed and I had received clearance. My plan called for a straight out departure heading, which puts one in restr airspace, 4001B, which is essentially the problem that occurred. I think there was general confusion regarding my departure procedure and transition to course heading. I assumed tower/departure would direct me on the assumed IFR plan, but in talking with departure in the climb out, I was informed of the violation of R-4001 and possibly class B (baltimore). I immediately altered course out of the restr area and followed departure's instructions. Problems and issues: 1) new ADIZ procedures, 2) uncertainty/miscom in VFR/IFR flight plan in area and general procedures, and 3) climb out procedures from mtn reference R-4001.

Title: PA46 PLT, ON AN UNDETERMINED FLT PLAN, ENTERED R-4001, WHEN ATC DID NOT KEEP HIM CLR OF THE AREA.
Narrative: I DEPARTED MARTIN STATE ARPT IN MARYLAND. BECAUSE OF THE ADIZ, I FILED A FLT PLAN WHILE SITTING ON THE TXWY AND AWAITED CLRNC, WHICH TOOK A LONG TIME. THERE WAS SOME CONFUSION WHETHER THIS WAS AN IFR OR VFR FLT PLAN. NONETHELESS, I DEPARTED RWY 15 AFTER BEING TOLD MY IFR PLAN WAS FILED AND I HAD RECEIVED CLRNC. MY PLAN CALLED FOR A STRAIGHT OUT DEP HEADING, WHICH PUTS ONE IN RESTR AIRSPACE, 4001B, WHICH IS ESSENTIALLY THE PROB THAT OCCURRED. I THINK THERE WAS GENERAL CONFUSION REGARDING MY DEP PROC AND TRANSITION TO COURSE HEADING. I ASSUMED TWR/DEP WOULD DIRECT ME ON THE ASSUMED IFR PLAN, BUT IN TALKING WITH DEP IN THE CLBOUT, I WAS INFORMED OF THE VIOLATION OF R-4001 AND POSSIBLY CLASS B (BALTIMORE). I IMMEDIATELY ALTERED COURSE OUT OF THE RESTR AREA AND FOLLOWED DEP'S INSTRUCTIONS. PROBS AND ISSUES: 1) NEW ADIZ PROCS, 2) UNCERTAINTY/MISCOM IN VFR/IFR FLT PLAN IN AREA AND GENERAL PROCS, AND 3) CLBOUT PROCS FROM MTN REF R-4001.
