Narrative:
Departed VFR on local pleasure flight from kadena ab, okinawa, japan, in aeronautical club C172. Took off from runway 5R and flew moon beach departure at 800 ft. Climbed to 1000 ft at moon beach and turned north toward nabo bay. Did not see aircraft #2 until it flew almost directly under me, opposite direction, straight and level. 1) I should have checked in with naha departure for advisories after clearing kadena class D. 2) I should have extended farther offshore prior to turning north. 3) northbound and sbound course rules should have different altitudes. 4) suspect aircraft #2 was sightseeing aircraft from naha, japanese registry on wing.

Narrative: DEPARTED VFR ON LCL PLEASURE FLT FROM KADENA AB, OKINAWA, JAPAN, IN AERO CLUB C172. TOOK OFF FROM RWY 5R AND FLEW MOON BEACH DEP AT 800 FT. CLBED TO 1000 FT AT MOON BEACH AND TURNED N TOWARD NABO BAY. DID NOT SEE ACFT #2 UNTIL IT FLEW ALMOST DIRECTLY UNDER ME, OPPOSITE DIRECTION, STRAIGHT AND LEVEL. 1) I SHOULD HAVE CHKED IN WITH NAHA DEP FOR ADVISORIES AFTER CLRING KADENA CLASS D. 2) I SHOULD HAVE EXTENDED FARTHER OFFSHORE PRIOR TO TURNING N. 3) NBOUND AND SBOUND COURSE RULES SHOULD HAVE DIFFERENT ALTS. 4) SUSPECT ACFT #2 WAS SIGHTSEEING ACFT FROM NAHA, JAPANESE REGISTRY ON WING.
