Narrative:
On final approach to landing at ord, runway 22R, had clearance to land. Just below 100 ft a B747 turned off of runway 27 on to our runway 22R. I initiated a go around when I realized the B747 had turned on to our runway. Was given no go around call by tower. Tower said we had stepped on his call. First officer had radios and was not talking. Tower told us the B747 was given land and hold short and passed his exit. There is no way a B747 was given land and hold short to runway 27. We were vectored around to land and accomplished a landing on runway 22R.
