Narrative:
I received a call at XA50 departure time regarding the first officer's vsi (vertical speed indicator) went blank on preflight. Circuit breakers were pulled and reset but no help. I called my lead to see if the first officer's vsi could be forward placard as per the MEL. The MEL reference number 34-46-01B was found in the computer. I received a radio call from my lead stating the first officer's vsi could be put on maintenance carryover deferred item and placard using MEL 34-46-01B. The logbook was signed off and I stood by to circumvent any further delays. After aircraft departed I went in and sent my log sheets. After the log sheets were sent maintenance control called our south office and asked to speak to me. The main control coordinator then informed me the first officer's vsi could not be put on maintenance carryover deferred item. The corrective action on this situation will be that I will look up all mels myself and if I have any questions, I will call maintenance control in ZZZ1.

Title: AN MD90 WAS DISPATCHED IN NON COMPLIANCE WITH THE FO'S VERT SPD INDICATOR INOP. REQUIRED PER MEL.
Narrative: I RECEIVED A CALL AT XA50 DEP TIME REGARDING THE FO'S VSI (VERT SPD INDICATOR) WENT BLANK ON PREFLT. CIRCUIT BREAKERS WERE PULLED AND RESET BUT NO HELP. I CALLED MY LEAD TO SEE IF THE FO'S VSI COULD BE FORWARD PLACARD AS PER THE MEL. THE MEL REF NUMBER 34-46-01B WAS FOUND IN THE COMPUTER. I RECEIVED A RADIO CALL FROM MY LEAD STATING THE FO'S VSI COULD BE PUT ON MAINT CARRYOVER DEFERRED ITEM AND PLACARD USING MEL 34-46-01B. THE LOGBOOK WAS SIGNED OFF AND I STOOD BY TO CIRCUMVENT ANY FURTHER DELAYS. AFTER ACFT DEPARTED I WENT IN AND SENT MY LOG SHEETS. AFTER THE LOG SHEETS WERE SENT MAINT CTL CALLED OUR S OFFICE AND ASKED TO SPEAK TO ME. THE MAIN CTL COORDINATOR THEN INFORMED ME THE FO'S VSI COULD NOT BE PUT ON MAINT CARRYOVER DEFERRED ITEM. THE CORRECTIVE ACTION ON THIS SIT WILL BE THAT I WILL LOOK UP ALL MELS MYSELF AND IF I HAVE ANY QUESTIONS, I WILL CALL MAINT CTL IN ZZZ1.
