Narrative:
We started our trip from mkjs to ZZZ with 1 stop on mybs. Upon our arrival to ZZZ we had approximately 1100 pounds of fuel left. We were established on final for runway 13, at approximately 200 ft from the ground, when the engine quit. The captain proceeded to do a single engine approach, but within seconds the other engine quit. We landed on taxiway B being closest to us. As we touched down we heard the tower instructing a mooney to turn left, so we went right. Yet, upon doing this, we noticed the mooney went right, so we started to maneuver around him the best that we could. We touched his wing with our left tip tank, causing damage to his flaps on the outboard side of it. Nobody got hurt.

Title: CRITICAL GND CONFLICT WHEN A LEAR 24 FLT CREW RUNS OUT OF FUEL ON SHORT FINAL TO RWY 13, DEAD STICKS IT ONTO TXWY B AND COLLIDES WITH AN M20 TAXIING ON TXWY B AT FXE, FL.
Narrative: WE STARTED OUR TRIP FROM MKJS TO ZZZ WITH 1 STOP ON MYBS. UPON OUR ARR TO ZZZ WE HAD APPROX 1100 LBS OF FUEL LEFT. YET, UPON DOING THIS, WE NOTICED THE MOONEY WENT R, SO WE STARTED TO MANEUVER AROUND HIM THE BEST THAT WE COULD. WE TOUCHED HIS WING WITH OUR L TIP TANK, CAUSING DAMAGE TO HIS FLAPS ON THE OUTBOARD SIDE OF IT. NOBODY GOT HURT.
