Narrative:
Air carrier X B764, was on an ILS approach to runway 7L and at approximately 800 ft over the shoreline, an air carrier Y departure off runway 25L appeared to get airborne opposite direction. The targets merged or were very close to merging with approximately 100 ft altitude difference. The lax tower local controller had initiated a turn to air carrier X to 10 degree heading at approximately this time. Air carrier X made a go around.
