Narrative:

Considerable confusion obtaining clearance for GPS IAP into somerville, nj. IAP had been modified (amended) approximately 2 weeks earlier. We had current IAP procedure plate (commercial chart). ATC did not have information on amended IAP. Much confusion and much clarifying xmissions were necessary for ATC and us to get in sync. This tied up a busy frequency for a significant period of time. Cockpit workload was unnecessarily, significantly, increased. On previous day training flight, ATC controller (abe TRACON) gave us clearance predicated upon a decommissioned NAVAID. I am greatly concerned that ATC controllers are not being given proper dissemination of crucial information.
