Narrative:

I was evaluating an out of currency multi-engine pilot going for his VFR BFR (biannual flight review). We had done all the air work that I had requested and bartlesville airport was the nearest airport to get in some lndgs which were briefed at tulsa (departure airport). We had completed a normal landing to a full stop and taxied back to runway 17, for a short field takeoff to a short field landing. Takeoff, downwind, base, and final had crowded the pilot, so he elected an abort. We came around again and it appeared that he had everything completed on the checklist. I also followed through to ensure that the fuel pumps were on, and that 3 green lights showed the nose and mains were down. Upon contacting the runway, to my surprise, the gears were not extended, because we hit on the belly of the aircraft. This aircraft has a gear handle that operates when selecting gear down. The handle returns to the bottom side of neutral, and likewise when selected gear up, the handle will return to the top side of neutral. The aircraft had just returned to service from an annual. Everything checked out at that time. The airframe received minor damage.

Title: PA23 FLT CREW HAS GEAR UP LNDG AT BVO.

Narrative: I WAS EVALUATING AN OUT OF CURRENCY MULTI-ENG PLT GOING FOR HIS VFR BFR (BIANNUAL FLT REVIEW). WE HAD DONE ALL THE AIR WORK THAT I HAD REQUESTED AND BARTLESVILLE ARPT WAS THE NEAREST ARPT TO GET IN SOME LNDGS WHICH WERE BRIEFED AT TULSA (DEP ARPT). WE HAD COMPLETED A NORMAL LNDG TO A FULL STOP AND TAXIED BACK TO RWY 17, FOR A SHORT FIELD TKOF TO A SHORT FIELD LNDG. TKOF, DOWNWIND, BASE, AND FINAL HAD CROWDED THE PLT, SO HE ELECTED AN ABORT. WE CAME AROUND AGAIN AND IT APPEARED THAT HE HAD EVERYTHING COMPLETED ON THE CHKLIST. I ALSO FOLLOWED THROUGH TO ENSURE THAT THE FUEL PUMPS WERE ON, AND THAT 3 GREEN LIGHTS SHOWED THE NOSE AND MAINS WERE DOWN. UPON CONTACTING THE RWY, TO MY SURPRISE, THE GEARS WERE NOT EXTENDED, BECAUSE WE HIT ON THE BELLY OF THE ACFT. THIS ACFT HAS A GEAR HANDLE THAT OPERATES WHEN SELECTING GEAR DOWN. THE HANDLE RETURNS TO THE BOTTOM SIDE OF NEUTRAL, AND LIKEWISE WHEN SELECTED GEAR UP, THE HANDLE WILL RETURN TO THE TOP SIDE OF NEUTRAL. THE ACFT HAD JUST RETURNED TO SVC FROM AN ANNUAL. EVERYTHING CHKED OUT AT THAT TIME. THE AIRFRAME RECEIVED MINOR DAMAGE.
