Narrative:
Aircraft #1 was wbound on jet route at FL280, 7 mi in front of aircraft #2, also wbound on jet route at FL280. Aircraft #1 encountered turbulence and slowed approximately 30 KTS. Aircraft #2 now had a 40 KT overtake, and close to 6 mi. Aircraft #2 was turned 50 degree to left to insure separation. According to FARS/ATP 7110.65, do not have to notify when slowing from filed speed.

Title: ZOB CTLR EXPRESSED CONCERN REGARDING PLT'S ENRTE SPD ADJUSTMENTS WITHOUT ATC NOTIFICATION.
Narrative: ACFT #1 WAS WBOUND ON JET RTE AT FL280, 7 MI IN FRONT OF ACFT #2, ALSO WBOUND ON JET RTE AT FL280. ACFT #1 ENCOUNTERED TURB AND SLOWED APPROX 30 KTS.
