Narrative:
On jun/mon/03, between XA00Z and XA15Z, the pilot of a hughes 500 (military designation oh-6A) helicopter, was observed walking around his helicopter, for 15 mins, with its turbine engine running and rotor spinning at idle rotation, with no one at the controls. The helicopter was located 20 ft from a fence of the FBO and 20 ft from a parked pilatus PC12 aircraft whose owner pilot and hired PIC were witnesses and preparing for departure. The pilot of the helicopter walked around the back of the aircraft, the sides and the front with the doors installed and closed. The pilot was wearing a color suit. The manager of the FBO at that time was also a witness and commented that the pilot of the helicopter does this all the time. Suggestions: the pilot should review the limitations section in his manual. The standard operating procedures or company manual should be reviewed or amended to include engine ground operation limitations. Callback conversation with reporter revealed the following information: reporter stated that the pilot appeared to be doing a preflight of the helicopter when the incident occured. Reporter stated that he had submitted the information on the FAA sfety hotline.

Title: H500 HELI PLT IS OBSERVED LEAVING THE ACFT UNMANNED WITH THE ENG OPERATING AND THE ROTOR TURNING.
Narrative: ON JUN/MON/03, BTWN XA00Z AND XA15Z, THE PLT OF A HUGHES 500 (MIL DESIGNATION OH-6A) HELI, WAS OBSERVED WALKING AROUND HIS HELI, FOR 15 MINS, WITH ITS TURBINE ENG RUNNING AND ROTOR SPINNING AT IDLE ROTATION, WITH NO ONE AT THE CTLS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE PLT APPEARED TO BE DOING A PREFLT OF THE HELI WHEN THE INCIDENT OCCURED.
