Narrative:

Upon takeoff from fxe airport the aircraft started to yaw to the left apparently due to problems with the nosewheel. When aborting takeoff just before V1 (119 KTS) and applying brakes it seemed to have no effect, neither brakes or thrust reversers seemed to function properly and the aircraft left the runway at the end. There was no damage to the aircraft besides the blown tires and no injuries or damage to the airport environment. This aircraft had not flown before this incident for a period of at least 1 yr, but was inspected and signed off for the ferry flight for a 12 yr inspection.
