Narrative:
Dangerous taxi encounter with air carrier Y aircraft. After pushback we were cleared by ground control to taxi from gate to runway 28. We taxied out taxiway C and had completed our checklists as we were beginning to cross the pad at the runway. Before the first officer looked down to change to tower frequency for takeoff, he caught sight over his right shoulder of a B737 aircraft approaching rapidly onto the pad from taxiway U. He must have been taxiing at 40 KTS, seemed to come out of nowhere since he came from behind, cut right in front of us and continued rolling for a rolling takeoff. Had we been going any faster, we would've had to stomp on the brakes to keep from hitting him. Ground control never told us to give way to him. We registered a complaint about the situation after switching to tower for takeoff. It was as if ground and tower at bwi were in collusion with air carrier X to get him off first regardless of safety.

Title: NEAR GND COLLISION BTWN A B-757 ON GND CTL AND A HIGH SPD TAXIING B-737 ON TWR NEAR RWY 28 PAD AT BWI, MD.
Narrative: DANGEROUS TAXI ENCOUNTER WITH ACR Y ACFT. AFTER PUSHBACK WE WERE CLRED BY GND CTL TO TAXI FROM GATE TO RWY 28. WE TAXIED OUT TXWY C AND HAD COMPLETED OUR CHKLISTS AS WE WERE BEGINNING TO CROSS THE PAD AT THE RWY. BEFORE THE FO LOOKED DOWN TO CHANGE TO TWR FREQ FOR TKOF, HE CAUGHT SIGHT OVER HIS R SHOULDER OF A B737 ACFT APCHING RAPIDLY ONTO THE PAD FROM TXWY U. HE MUST HAVE BEEN TAXIING AT 40 KTS, SEEMED TO COME OUT OF NOWHERE SINCE HE CAME FROM BEHIND, CUT RIGHT IN FRONT OF US AND CONTINUED ROLLING FOR A ROLLING TKOF. HAD WE BEEN GOING ANY FASTER, WE WOULD'VE HAD TO STOMP ON THE BRAKES TO KEEP FROM HITTING HIM. GND CTL NEVER TOLD US TO GIVE WAY TO HIM. WE REGISTERED A COMPLAINT ABOUT THE SIT AFTER SWITCHING TO TWR FOR TKOF. IT WAS AS IF GND AND TWR AT BWI WERE IN COLLUSION WITH ACR X TO GET HIM OFF FIRST REGARDLESS OF SAFETY.
