Narrative:
Our aircraft was taxiing from ramp to runway 13. We were holding short of runway 4 (southeast side) on taxiway 'O'. Ground control cleared us to cross runway 4 (active landing runway) with directions after crossing (...'join bb, hold short of taxiway east'). We started moving as we read back (crossing hold short line). After our readback, ground told us to hold short. First officer acknowledged, but we were across hold short markings (ground not told), by 6-8 ft, still well short of runway. Due to busy frequency, could not get notification to ground control until after airbus landed. We notified ground, next aircraft went around, and we crossed. No danger, plenty of clearance. Cause: 1) ground control authorizing, then canceling at airport where haste is normally requested, and not visually checking. 2) flight crew not indicating 'unable' when hold short direction given. Prevention: 1) do not rescind cross authority/authorized for #1 aircraft at hold short. 2) aircrew be aware of position and respond accordingly.
Original NASA ASRS Text
Title: B717 CROSSED HOLD LINE AT LGA WITH A319 LNDG.
Narrative: OUR ACFT WAS TAXIING FROM RAMP TO RWY 13. WE WERE HOLDING SHORT OF RWY 4 (SE SIDE) ON TXWY 'O'. GND CTL CLRED US TO CROSS RWY 4 (ACTIVE LNDG RWY) WITH DIRECTIONS AFTER XING (...'JOIN BB, HOLD SHORT OF TXWY E'). WE STARTED MOVING AS WE READ BACK (XING HOLD SHORT LINE). AFTER OUR READBACK, GND TOLD US TO HOLD SHORT. FO ACKNOWLEDGED, BUT WE WERE ACROSS HOLD SHORT MARKINGS (GND NOT TOLD), BY 6-8 FT, STILL WELL SHORT OF RWY. DUE TO BUSY FREQ, COULD NOT GET NOTIFICATION TO GND CTL UNTIL AFTER AIRBUS LANDED. WE NOTIFIED GND, NEXT ACFT WENT AROUND, AND WE CROSSED. NO DANGER, PLENTY OF CLRNC. CAUSE: 1) GND CTL AUTHORIZING, THEN CANCELING AT ARPT WHERE HASTE IS NORMALLY REQUESTED, AND NOT VISUALLY CHKING. 2) FLT CREW NOT INDICATING 'UNABLE' WHEN HOLD SHORT DIRECTION GIVEN. PREVENTION: 1) DO NOT RESCIND CROSS AUTH FOR #1 ACFT AT HOLD SHORT. 2) AIRCREW BE AWARE OF POS AND RESPOND ACCORDINGLY.
