Narrative:
Msp airspace was to be closed from about XA00 to XD00 due to a government official visit. I had heard (from another pilot) the day before that airspace around msp for 30 mi would be shut down during the government official visit. On the day of the incident the WX was good for photography around the area and I had work east and northeast of msp. As I didn't have any areas to photograph in msp class B, I wasn't too concerned about the airspace restr. About XF00 local I landed at osceola (oeo) for fuel. A man approached me (possibly a flight instructor) and informed me I needed to be on a flight plan to land at oeo due to flight restrs. As oeo is outside the 30 mi 'mode C ring' I hadn't even considered calling flight service to see if operations at oeo were restr. Evidently my assumption that the 30 NM ring was the boundary for the restr airspace was wrong. I didn't find the fdc NOTAM on the computer, but now I understand the 30 NM radius was not from msp, but rather slightly north where the government official was actually speaking. The confusion arose because of the 30 NM class B boundaries and because I should have asked a briefer when airspace so near is restr.

Title: PLT OF C172 LANDED AT OEO WITHOUT FLT PLAN DURING GOV OFFICIAL VISIT WHICH TRIGGERED A TFR FOR THAT AREA. PLT HAD NOT ADEQUATELY INVESTIGATED THE EXTENT OF THE TFR ALTHOUGH HE WAS AWARE IT EXISTED.
Narrative: MSP AIRSPACE WAS TO BE CLOSED FROM ABOUT XA00 TO XD00 DUE TO A GOV OFFICIAL VISIT. I HAD HEARD (FROM ANOTHER PLT) THE DAY BEFORE THAT AIRSPACE AROUND MSP FOR 30 MI WOULD BE SHUT DOWN DURING THE GOV OFFICIAL VISIT. ON THE DAY OF THE INCIDENT THE WX WAS GOOD FOR PHOTOGRAPHY AROUND THE AREA AND I HAD WORK E AND NE OF MSP.
