Narrative:
Clearance was to taxi to runway 17 via txwys G, C and a. On taxiway a we switched to tower frequency and received a transmission from tower. Transmission was in very poor english using non standard terminology and containing the words 'position and wait.' first officer made a very clear reply 'confirm C/south cleared into position runway 17 and hold.' tower replied, 'affirmative, position and hold.' as we taxied across the hold short line tower called and told us to stop and wait in the 'holding bay.' we advised tower we were already on the runway. Tower later informed us that our clearance was to taxi into position in the 'holding bay and wait.' this was not as they confirmed for us. The tower controller did not appear to have an adequate command of the english language and he used non standard terminology.

Title: B767 FLT CREW CROSSED RWY HOLD LINE AT SANTIAGO, CHILE.
Narrative: CLRNC WAS TO TAXI TO RWY 17 VIA TXWYS G, C AND A. ON TXWY A WE SWITCHED TO TWR FREQ AND RECEIVED A XMISSION FROM TWR. XMISSION WAS IN VERY POOR ENGLISH USING NON STANDARD TERMINOLOGY AND CONTAINING THE WORDS 'POS AND WAIT.' FO MADE A VERY CLR REPLY 'CONFIRM C/S CLRED INTO POS RWY 17 AND HOLD.' TWR REPLIED, 'AFFIRMATIVE, POS AND HOLD.' AS WE TAXIED ACROSS THE HOLD SHORT LINE TWR CALLED AND TOLD US TO STOP AND WAIT IN THE 'HOLDING BAY.' WE ADVISED TWR WE WERE ALREADY ON THE RWY. TWR LATER INFORMED US THAT OUR CLRNC WAS TO TAXI INTO POS IN THE 'HOLDING BAY AND WAIT.' THIS WAS NOT AS THEY CONFIRMED FOR US. THE TWR CTLR DID NOT APPEAR TO HAVE AN ADEQUATE COMMAND OF THE ENGLISH LANGUAGE AND HE USED NON STANDARD TERMINOLOGY.
