Narrative:
While taxiing eastbound on 'F' taxiway, preparing to turn northbound (left) on taxiway 'D,' a security pick-up truck proceeding north on taxiway 'D' did not give way to us, forcing us to stop the aircraft. The aircraft and vehicle were on a collision course. ATC (FAA) advised us after query, that they have no control over the military, only advisory.
