Narrative:
Departed ramp on time. Requalification of captain to cdg. Normal taxi, no waiting for departure. Moments after adding takeoff power icas message. Right engine pressure regulating valve. Retarded throttle. Speed approximately 20-30 KTS. No airspeed indication. Slow taxi up to the first high speed turnoff. Contacted maintenance. Maintenance wanted us to try high power setting again, since message had gone away. After reviewing abort procedures, taxied back to takeoff position, and attempted another takeoff. Immediately after takeoff power added and brakes released, same icas message appeared again. Retarded throttle. Speed approximately 5-10 KTS. On both occasions, we added power to get to the turnoff. Although I was not steering the aircraft or doing the braking, it appeared to be normal in all respects. Upon return to the gate, #1 tire went flat, and about 10 min later, #5 tire went flat. Maintenance asked us to release the brakes. Agent indicated the #1 tire went flat on our turn into the gate. Temperature approximately 95 degrees outside air temperature.

Title: AN OVERSEAS FLT IS DELAYED AFTER 2 LOW SPD ABORTS THAT RESULTED IN 2 FLAT TIRES UPON RETURNING TO THE RAMP AT DFW, TX.
Narrative: DEPARTED RAMP ON TIME. REQUALIFICATION OF CAPT TO CDG. NORMAL TAXI, NO WAITING FOR DEP. MOMENTS AFTER ADDING TKOF PWR ICAS MESSAGE. R ENG PRESSURE REGULATING VALVE. RETARDED THROTTLE. SPD APPROX 20-30 KTS. NO AIRSPD INDICATION. SLOW TAXI UP TO THE FIRST HIGH SPD TURNOFF. CONTACTED MAINT. MAINT WANTED US TO TRY HIGH PWR SETTING AGAIN, SINCE MESSAGE HAD GONE AWAY. AFTER REVIEWING ABORT PROCS, TAXIED BACK TO TKOF POS, AND ATTEMPTED ANOTHER TKOF. IMMEDIATELY AFTER TKOF PWR ADDED AND BRAKES RELEASED, SAME ICAS MESSAGE APPEARED AGAIN. RETARDED THROTTLE. SPD APPROX 5-10 KTS. ON BOTH OCCASIONS, WE ADDED PWR TO GET TO THE TURNOFF. ALTHOUGH I WAS NOT STEERING THE ACFT OR DOING THE BRAKING, IT APPEARED TO BE NORMAL IN ALL RESPECTS. UPON RETURN TO THE GATE, #1 TIRE WENT FLAT, AND ABOUT 10 MIN LATER, #5 TIRE WENT FLAT. MAINT ASKED US TO RELEASE THE BRAKES. AGENT INDICATED THE #1 TIRE WENT FLAT ON OUR TURN INTO THE GATE.
