Title: AN MD80 WAS DISPATCHED IN NON COMPLIANCE WITH A SECTION OF A NUMBER ON A PANEL THAT WAS UNLIGHTED. ITEM WAS DEFERRED BUT NOT PLACARDED PER THE MEL.
Narrative: MISSED RELATED MEL 28-04F-28-5 SHOULD HAVE BEEN PLACARDED. THE FAULT WAS A SECTION OF A NUMBER WOULD NOT LIGHT. THE PANEL FUNCTIONED AND WAS READABLE.
