Narrative:
Because of required noise abatement procedure, sel training aircraft are forced to overfly passenger filled commercial aircraft at an altitude which could in the event of engine failure, result in a collision. Sel training aircraft are instructed to immediately turn left after takeoff from runway 19L placing them right above taxiing aircraft. This unsafe condition would be easily rectified.
