Narrative:
Aircraft X issued descent clearance to cross 15 NM northwest of mrb VOR at 15000 ft. Pilot read back 15 NM northwest at 11000 ft. Due to noise and distrs with WX and deviations, I missed the bad readback. Immediately following, both myself and the d-side were giving relief briefings. The new r-side was concerned about the way a pilot requested to deviate around WX. While focusing on this situation, the d-side observed aircraft X descend below his assigned altitude. A climb was issued to aircraft X and a 40 degree turn was issued to aircraft Y.

Title: ZDC HDOF CTLR ALERTS ONCOMING RADAR CTLR OF ALT OVERSHOOT AND CONFLICT BTWN A DSNDING B757 AND AN ENRTE BE20.
Narrative: ACFT X ISSUED DSCNT CLRNC TO CROSS 15 NM NW OF MRB VOR AT 15000 FT. PLT READ BACK 15 NM NW AT 11000 FT. DUE TO NOISE AND DISTRS WITH WX AND DEVS, I MISSED THE BAD READBACK.
