Narrative:
Short final, runway 17R, approach. Arriving dfw after 10 hour flight. Sun not up yet. Airport in morning twilight. We were cleared to land on dfw runway 17R. At 400-500 ft AGL, approximately 1.5 mi out, I heard tower clear an air carrier Y flight 'into position and hold, arrival traffic is on runway 17C.' the air carrier Y flight acknowledged the traffic, us, and started taxi onto the runway. I was making landing, but saw his lights move forward in front of us and immediately called tower advising, 'tower, air carrier X have you cleared an airline onto our runway. We are landing runway 17R.' relief pilot later said that his head was down, listening to maintenance frequency. First officer saw the aircraft but only partially heard his clearance, the part about us supposedly landing on runway 17C. Tower came back, canceling the position and hold clearance, advising air carrier Y to 'hold short.' since the forward movement of the air carrier Y was evident, but we could not distinguish the 'hold short' line in the darkness, I then asked air carrier Y if he was clear of the runway. He said he was and we completed the approach and landing. After we touched down, we heard tower again clear air carrier Y onto runway 17R. He made no apologies nor explanations as to why his error occurred. Air carrier Y took off as we cleared the runway. Dfw east tower supervisor was called at XA00 approximately 1 hour 50 mins after the incident and provided with pertinent facts. He said he would review ATC tapes and start an internal quality assurance process. He was very helpful.

Title: B767 LNDG DFW EXPERIENCES POTENTIAL CONFLICT WITH DEP ACFT.
Narrative: SHORT FINAL, RWY 17R, APCH. ARRIVING DFW AFTER 10 HR FLT. SUN NOT UP YET. ARPT IN MORNING TWILIGHT. WE WERE CLRED TO LAND ON DFW RWY 17R. AT 400-500 FT AGL, APPROX 1.5 MI OUT, I HEARD TWR CLR AN ACR Y FLT 'INTO POS AND HOLD, ARR TFC IS ON RWY 17C.' THE ACR Y FLT ACKNOWLEDGED THE TFC, US, AND STARTED TAXI ONTO THE RWY. I WAS MAKING LNDG, BUT SAW HIS LIGHTS MOVE FORWARD IN FRONT OF US AND IMMEDIATELY CALLED TWR ADVISING, 'TWR, ACR X HAVE YOU CLRED AN AIRLINE ONTO OUR RWY. WE ARE LNDG RWY 17R.' HE SAID HE WOULD REVIEW ATC TAPES AND START AN INTERNAL QUALITY ASSURANCE PROCESS. HE WAS VERY HELPFUL.
