Narrative:
IFR training cross country flight with cfii in right seat. Cou tower closed prior to departure. Obtained ATIS/ASOS information and contacted mizzou approach. Obtained IFR clearance on ground: as filed, climb and maintain 4000 ft, and were given transponder code. Advised mizzou approach taxiing from ramp to runway 31 for departure. Recall being advised to 'advise this frequency when airborne and clear of the area.' contacted mizzou approach when airborne and advised departed cou, leaving 1500 ft for 4000 ft, proceeding direct franc. Controller advised of VFR traffic targets and repeatedly asked 'didn't I tell you to advise when ready to depart cou runway 31?' to which we responded we didn't recall. Although notification to controller wasn't given, we were pretty sure that we were advised to call once airborne, and were busy with taxi, navigation preparation, run-up, and communications with FSS. Handoffs and flight continued uneventfully.

RECALL BEING ADVISED TO 'ADVISE THIS FREQ WHEN AIRBORNE AND CLR OF THE AREA.' CONTACTED MIZZOU APCH WHEN AIRBORNE AND ADVISED DEPARTED COU, LEAVING 1500 FT FOR 4000 FT, PROCEEDING DIRECT FRANC.
