Narrative:

Made a normal standard thrust takeoff with all engine indications normal. Upon reaching FL330, the right oil strainer clogging light illuminated. Thrust was reduced to idle and the light remained on. Declared an emergency and returned to ZZZ with the right engine at idle thrust. Made an uneventful landing on runway and then shut down the right engine. Remained on the runway while emergency crew checked the exterior of the aircraft finding only some type of black soot toward the rear of the engine. Continued to the ramp and shut down the aircraft completely per request of maintenance. No passenger or crew were injured.
