Narrative:

Dca was departing south, but during taxi out, they changed to north departures. South departure required a 17 degree flap takeoff, but the north departure required a 15 degree flap takeoff. Flaps were mistakenly changed to dial-a-flap 15 degrees rather than 15 degrees and stow. On departure, captain was unable to raise flaps for a min until he figured what happened. Then both release tabs were pulled simultaneously and the flaps were retracted normally. No further problem was encountered. If it can happen to me, it can happen to someone else.

Title: DURING A RWY CHANGE FOR A N DEP, THE PIC OF AN MD80 RESETS THE FLAPS FROM 17 DEGS TO 15 DEGS VIA THE 'DIAL A FLAP' SELECTION PROC WHICH INCURRED A DELAY IN FLAP RETRACTION DURING INITIAL PHASE OF CLBOUT FROM DCA, DC.

Narrative: DCA WAS DEPARTING S, BUT DURING TAXI OUT, THEY CHANGED TO N DEPS. S DEP REQUIRED A 17 DEG FLAP TKOF, BUT THE N DEP REQUIRED A 15 DEG FLAP TKOF. FLAPS WERE MISTAKENLY CHANGED TO DIAL-A-FLAP 15 DEGS RATHER THAN 15 DEGS AND STOW. ON DEP, CAPT WAS UNABLE TO RAISE FLAPS FOR A MIN UNTIL HE FIGURED WHAT HAPPENED. THEN BOTH RELEASE TABS WERE PULLED SIMULTANEOUSLY AND THE FLAPS WERE RETRACTED NORMALLY. NO FURTHER PROB WAS ENCOUNTERED. IF IT CAN HAPPEN TO ME, IT CAN HAPPEN TO SOMEONE ELSE.
