Narrative:
Management continues to fail in ensuring safety and in giving the controllers the tools to accomplish the job. Clearance delivery and ground control are once again combined together behind the local controller. Sav is class C airspace, everyone departing must have departure instructions or IFR clearance. It is impossible to do clearance delivery/ATIS/and watch taxiing aircraft. Certain txwys at sav are poorly marked, having ground not watch (all the time) these taxiing aircraft will and has caused runway incursions. To complicate matters radar data is opened while 2 radar sectors remained closed, and in fact, management combines radar data to the combined radar sector (radar data used to be the function of the stand alone clearance delivery in the tower). Management has increased our staffing needs without the people to do the jobs. I can't say how unsafe this operation has become. On many occasions there are 3 people in the tower (doing nothing) and 1 person by themselves in the TRACON. We at sav are forced to follow illegal orders and play management's unsafe game!
