Narrative:
On takeoff of flight from dca, the landing gear failed to retract. We made an uneventful divert to iad with the gear down and landed. I made a normal walkaround prior to the flight and all bypass valves were positioned normally. I did notice a mechanic, with a tool bag, approach the left wheelwell area after I had checked it. The valve was reported to be out of position after the flight.

Title: AN MD88 FO RPTED THAT THE LNDG GEAR FAILED TO RETRACT UPON TKOF FROM DCA, CAUSING A RETURN TO LAND AT IAD.
Narrative: ON TKOF OF FLT FROM DCA, THE LNDG GEAR FAILED TO RETRACT. WE MADE AN UNEVENTFUL DIVERT TO IAD WITH THE GEAR DOWN AND LANDED. I MADE A NORMAL WALKAROUND PRIOR TO THE FLT AND ALL BYPASS VALVES WERE POSITIONED NORMALLY. I DID NOTICE A MECH, WITH A TOOL BAG, APCH THE L WHEELWELL AREA AFTER I HAD CHKED IT. THE VALVE WAS RPTED TO BE OUT OF POS AFTER THE FLT.
