Narrative:
Flight sjc-ord had left wing xfer valve deferred. This called for 3100 pounds that was in the outer cells to be considered unusable fuel. I put the 3100 pounds in the correct spot when running the flight plan and put the comments on the flight plan for the captain as well. However, I failed to call load planning to tell them about it. I had confused the function of the unusable fuel column and thought that putting the 3100 pounds there would take care of it. After I went home for the evening I realized what I had done. I called maintenance in the morning to ask about the MEL and they said the fuel should already be in the outer cells and trapped there, so I don't believe there was any incorrect fueling and the flight was neither over ATOG or zero fuel weight.

Title: ACR'S A319 HAS THE L OUTER WING TANK XFER VALVE MEL'ED INOPERABLE (CLOSED) MAKING THE FUEL IN BOTH OUTER WING TANKS UNUSABLE.
Narrative: FLT SJC-ORD HAD L WING XFER VALVE DEFERRED. THIS CALLED FOR 3100 LBS THAT WAS IN THE OUTER CELLS TO BE CONSIDERED UNUSABLE FUEL. I PUT THE 3100 LBS IN THE CORRECT SPOT WHEN RUNNING THE FLT PLAN AND PUT THE COMMENTS ON THE FLT PLAN FOR THE CAPT AS WELL. HOWEVER, I FAILED TO CALL LOAD PLANNING TO TELL THEM ABOUT IT.
