Narrative:
On jul/wed/03 around XA30 local time I planned a VFR flight from sussex, nj (fwn) to monmouth, nj (blm). I checked WX and NOTAMS. There was no mention of a tfr in the area at that time. On the morning of jul/thu/03, I checked WX and NOTAMS. I did not see the reference to fdc that was in my WX briefing. I departed fwn around XA15 local time. After climbing out of the traffic pattern. I tuned my #2 communication radio to 121.5. There was an ELT activated somewhere in the area so I turned the volume down. I continued my climb to 4500 ft and flew direct to sbj VOR. Occasionally, I turned the volume up on 121.5 but still heard the ELT and lowered the volume so I wouldn't hear the ELT tone. After reaching sbj VOR I turned direct to blm airport and climbed to 5500 ft. Being only 20 mins out of blm, I tuned my #2 communication radio to the AWOS on 121.625 to listen to WX. I was monitoring 123.00 on my #1 communication radio. I flew over the reservoir just west of blm to set up for a left downwind for runway 32 at blm. After landing, I taxied to ramp to park my aircraft. At the time a police officer asked me if I had flown in from the philadelphia area. I informed him that I had not, that I was coming from sussex, nj. He asked to see my driver's license and pilot's license. He then informed me that I might have possibly flown through the tfr near philadelphia. I immediately checked for tfr's and found that I had penetrated the tfr when I flew between sbj VOR and blm airport. Using ATC advisory services would have prevented this occurrence.

Narrative: ON JUL/WED/03 AROUND XA30 LOCAL TIME I PLANNED A VFR FLT FROM SUSSEX, NJ (FWN) TO MONMOUTH, NJ (BLM). I CHKED WX AND NOTAMS. THERE WAS NO MENTION OF A TFR IN THE AREA AT THAT TIME. ON THE MORNING OF JUL/THU/03, I CHKED WX AND NOTAMS. I DID NOT SEE THE REF TO FDC THAT WAS IN MY WX BRIEFING. I DEPARTED FWN AROUND XA15 LOCAL TIME. AFTER CLBING OUT OF THE TFC PATTERN. OCCASIONALLY, I TURNED THE VOLUME UP ON 121.5 BUT STILL HEARD THE ELT AND LOWERED THE VOLUME SO I WOULDN'T HEAR THE ELT TONE. AFTER REACHING SBJ VOR I TURNED DIRECT TO BLM ARPT AND CLBED TO 5500 FT. HE ASKED TO SEE MY DRIVER'S LICENSE AND PILOT'S LICENSE. HE THEN INFORMED ME THAT I MIGHT HAVE POSSIBLY FLOWN THROUGH THE TFR NEAR PHILADELPHIA. I IMMEDIATELY CHKED FOR TFR'S AND FOUND THAT I HAD PENETRATED THE TFR WHEN I FLEW BTWN SBJ VOR AND BLM ARPT. USING ATC ADVISORY SVCS WOULD HAVE PREVENTED THIS OCCURRENCE.
