Narrative:
On a dual instructional flight, I took off on runway 26 out of grand forks, north dakota. We flew northwest of grand forks to 3500 ft AGL. I was with a private pilot and she was in the front seat. We then flew northeast to the red river and flew north over the river about 500 ft AGL for a few mi. We then descended to about 30 ft AGL and unintentionally clipped a wire. The wire hung from the left wing. We flew to D41, stephen, mn, landed and removed the wire. We then flew the aircraft back to grand forks. The damage to the aircraft includes a tear in the fabric on the leading edge of the left wing, a dent on the right wing and scrapes on the propeller. The wire strike was caused by bad decision making and poor judgement. The wire strike could have been prevented by abiding by policies and procedures and regulations.

Title: A CFI EXHIBITED EXTREMELY POOR JUDGEMENT WHILE FLYING WITH HIS STUDENT 30 FT AGL NEAR D41.

WE THEN FLEW NE TO THE RED RIVER AND FLEW N OVER THE RIVER ABOUT 500 FT AGL FOR A FEW MI. WE THEN DSNDED TO ABOUT 30 FT AGL AND UNINTENTIONALLY CLIPPED A WIRE. THE WIRE HUNG FROM THE L WING. WE FLEW TO D41, STEPHEN, MN, LANDED AND REMOVED THE WIRE. WE THEN FLEW THE ACFT BACK TO GRAND FORKS. THE DAMAGE TO THE ACFT INCLUDES A TEAR IN THE FABRIC ON THE LEADING EDGE OF THE L WING, A DENT ON THE R WING AND SCRAPES ON THE PROP.
